Returns each meter's daily and monthly usage limit, how much of each your organization has used, and when each resets. A request that would go past a limit is refused with 429 and platform_cap_exceeded, so compare a dry run's records_to_charge with remaining before a large job. The limits move with your usage; read them again rather than storing them.

The organization is resolved from the API key. Read-only, never metered. A project key cannot read it (403): the limits count the whole organization's usage. Use an organization key.
