Attach one of your lists to a draft campaign, to target the people on it or, with is_excluded, to keep them out.
Needs the campaigns:write scope, like every campaign write.
The list must be in the campaign's project. Lists reach DelivrDSP once, at launch, so they can be changed only while the campaign is a draft or its launch failed; after that the answer is 409. To change audiences built in Delivr, set audience_ids and excluded_audience_ids with Update campaign; excluded audiences can change after launch.
